When you have forcefly/god/edit, allow:
/tp (name), /tp (x) (y)
teleports yourself to name or (x, y).
/reset
resets you. Should be an all the time command tbh. usage without god/edit removes forcefly.
When you have god/edit, allow:
/cleareffects
clears your own effects.
/geffect (effect) [jumps]
gives yourself the specified effect. effect cannot be curse or zombie and can only be protection if it is present in the world.
/listportals
/removecrown
/resetswitches
When you have edit, allow:
/cleareffects (name)
/givecrown
/geffect
/givegod
only if the world has a god block present.
/kill
/setteam
/teleport
suddenly random sig change

The idea is that there wouldnt be a reason you wouldnt want people using them, for example teleporting when flying doesnt really give you an advantage. If the commands could give you an advantage then they probably shouldnt be allowed.

well there could be and commadn to allow some users some commands like /givecommand (name) (commandname) (true/false) and /commandlist to show wich people can use wich commands
