not a bug - your jump counter is one less than your maximum when not on ground. This was to fix your jump counter going down by 2 after jumping.
Maybe the multijump effect can be one less than what it is (nojump as something seperate) and make it the count of how many midair jumps you get?

It wouldnt be buggy, but I guess it would be hard to understand, as double jump would be jump effect 1
