Improve /mute

Currently, muted players don't remain once one of them leave the world.
If I use mute, I'm gonna want to mute them for more than 5 seconds.

We should be able to mute a lot of players at the same time, instead of one by one.

Also add /ignore as an alias for /mute, since I'm used to /ignore in HexChat (IRC client).

We also need some sort of semi-mute command, that allows us to hide users' global messages, but not PMs.
Useful for bots if you want to hide their global spam, but you need to use PMs for commands.
