Because after 12 months it becomes less illegal and more acceptable.

Because after 12 months we stop punishing them for it and forgive them. You could say the same thing for literally any of the other warnings. Time does not make it more acceptable but at some point you have to forgive and forget.

spambots just get permabans. so do accounts created solely to spam even if they're not bots.
