"New User" is for particularly suspicious new users. Mods are alerted when one registers and they should either ban them or promote them out of that rank.
"New Users" is just for regular new users.

There isn't a bot, when a user signs up the forums try to decide whether or not this particular user is suspicious. If it decides they're suspicious, it puts them in the New User group and submits a report about the new user. If it doesn't find them particularly interesting it puts them in the New users group.
