potentially, if their client isn't receiving the updated position data, then they'll continue moving wherever they were, ignoring your whims
That could be signs of a bot (ignoring the message) an alt client (same reason) or just errant programming in the server/official client.
Easy way to check is to teleport someone who isn't the same user repeatedly. That tells you little.
