We got Halloween update 1/2months ago so there wasn't hupe about halloween itself. Maybe release next holiday updates on the holiday?

Before. I'd say this Halloween update was the best. It was the right time and had good blocks too. By the time anyone gets the packs the day would be over. It wouldn't make sense to start building the day after the holiday. Maybe a lot of people don't play on a holiday because they like spending it with people they care about instead of playing ee?
They added blocks, reopened the campaign, lrussell made a spooky timelapse, and most people were making halloween levels. What else could've made it more hype for you besides getting your tuckus outside? Also it's halloween, which isn't a national holiday.

Releasing the content early gives a chance for people to build and finish levels by the time the holiday arrives. Releasing it too close to the holiday might leave some people unable to build something or enjoy the content before the holiday passes.

It also puts less strain on the developers
I follow date guidelines: content should be available for the same amount of time before and after the holiday. For example, Halloween items available from a week before to a week after, or Christmas items two weeks before to two weeks after. This can also be done with themed events (different loadscreens, etc.)
