What about this error? When I had the attribute close, it was nil, and i set this attribute to true.
Try going to

to close your topics.
Then to
https://forums.everybodyedits.com/moderate.php?open=<topic-id>
to open them.
If it gives you a bad request, it most likely means that you don't have access to the feature, most likely meaning that your ability to close/open topics has been removed.

It shouldn't have been. What topic were you trying to close?
And you can't just edit the URL like that or else you'll get that HTTP_REFERER error. The forums only allow closing/opening topics if you're coming from viewtopic.php. You can't just type them in the address bar, otherwise it'd be possible for someone to put a link in their signature or something and get a mod to accidentally lock a topic when they clicked it. You MUST use the links on the forum.

Nobody is allowed to just put in URLs to close topics. If you get an error doing that, that's intended behavior.

No, it just prevents people from posting a close topic link on some other website.
