How about just doing so on topics with editing disabled instead of having "mafia" title gimmicks?
Mafia topics are the only ones with editing disabled right now so

Maybe he's getting at the possibility for other reasons editing would be restricted.
I've had similar situations where I determine an action based on the overt state, but the intermediate state can be shared by other overt states.
