Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

Is there any way to get NuGet for C# 2010 Express?
I have tried getting C# 2015 but it doesn't have any projects for some reason...
Either C#2015 or NuGet for 2010 express download/help would be nice.

What do you mean doesn't have any projects? Screenshots would be nice, both of what you mean by no projects and of the 'Project' tab within visual studio.

Well I have uninstalled it like 3 times. I might not be getting the right one.
But instead of this, in 2015, not 2010 just using it as an example...
The things in the middle don't appear.

You should try closing all running instances of Visual Studio and opening the Visual Studio Developer Command Prompt as administrator and executing 'devenv /installvstemplates'.

Are you sure you are downloading the desktop version of 2015?

Probably not. I did get the Community one, which didn't work out.

I'll try this and update if it works or not

Update:
After I downloaded C# 2015 for desktop, I go to open the Developer Command Prompt and this happens
I go to the folder and it is not there.

NuGet is only available for Visual Studio 2010 Professional, and even then it's an add-on. It isn't available in Express.

You should completely uninstall Visual Studio 2010 and 2015, and install Visual Studio 2015 freshly.
Visual Studio 2015 is compatible with Visual Studio 2010 projects. There is a possibility that you may have installed the wrong version of Visual Studio 2015, and/or have the environment variables messed up.

Is there a way to know I have uninstalled it completely? Or just go by what control panel says?

You should just uninstall via control panel, it should remove everything for the most part.
