Yup, it's called lag. Effects are also registered serverside for communication with the other players.

Works with any effect. A poor connection helps there too.

you can see i am in the water, same with healf effect

You are lagging very slightly

You don't. There's also some intentional delay on it to avoid the issue you posted as much as possible.
