Dismissed alerts returning

So, every day I check what alerts I got, and sometimes dismissed alerts appear. Even though they shouldn't. The EE Blog even says so:

Can be quite frustrating at times.

you need to delete the ones you already has, then it will not appear more, it worked for me

I do that, but it returns. Possibly something with cache being deleted?
