So? You're going to leave the world, so the sparkles would be for nothing. Maybe portals in an Xblock range should sparkle?

Look, things particleize when you interact with them. Coins, Blue coins, your exploding smiley with spikes, and portals. It doesn't make sense to have world portals as an exception. It looks out of place with the rest of the game. Think about it, does any other action item, decoration, block, extend past the 16px threshold where it is placed (without interaction)?
(I wouldn't mind so much if every action item sparkled to let users know it was an action item, or something like that, but to only have it in one instance makes it look like a gimmick.)
As for people not seeing the particles when they stand on it because they leave the world too fast: not everyone presses Y right as they jump on a world portal, and even if they did, subtlety adds more to a game than giving everything flare and making it obvious.

I think it was made to throw particles all the time just to add flare... but it would add some consistency to only have them show up when the portal was interacted with.
