Chat Bubbles
Sometimes the chat bubbles above everybody's heads will stop showing up unless I hold shift or open chat.

Nope, it's a bug. I haven't experienced it myself but I heard people describing it. Notice how he said "Sometimes" rather than "When I start moving". The bug is something that can happen when you're staying still.

Yes, press "Shift + i" to fix it when this happens (or to induce it in the first place).

We didn't announce it because it was a secret 
Since it's an issue, I guess I'll explain here:
SHIFT + I = Hide speech bubbles, and usernames.
SHIFT + O = Hide all of the UI (chat bubbles, usernames, coins, and the side bar)

No idea, Toop works on them.
This was a recent addition, so unless he added something to a client of his own... idk.
