Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

Nesting the "Show images in user signatures" should not be able to be changed if "Show user signatures" is selected because it doesn't make sense to show images in user signatures when you disabled the signatures. The current options make it sound like you can hide user signatures but just show the images from them, which is incorrect.

Show images IN user signature
Yes, however, if I do not show user signatures, showing images IN user signatures doesn't make sense because there are no user signatures to show.

No , it makes perfect sense , you do show them but since the signatures are nonexistent they are logically not shown

That makes sense, however I think that disabling the checkbox for showing images in user signatures would make sense if user signatures are not shown.

I think you should be able to modify the setting even if it isn't currently active. What if you want to re-enable signature images at the same time you turn signatures themselves back on? You wouldn't be able to. You'd need to turn on signatures, save, turn on images, save, and then go about your business. Nesting settings like this seems unnecessary and seems like it'd cause unnecessary complication.
