You can't build on top 4 rows.
Yeah, that's a bug when doing that.
EDIT: actually, I don't think that you need to use a bot.
EDIT: nope, you can just leave the world key blank and click save. You still get the issue of the top 4 blocks not being able to be used.

Maybe its coded to say if everyone gets edit or something you can't build on the top 4 rows.

It is. I think that was to prevent placing a block where the player would spawn in a open world.

The "issue" of 4 rows is probably a leftover from the code for open worlds (couldnt build up the 4 top rows too)
Anyway i like it thanks for telling me this 
p.s: just checked still exists in "normal" open worlds
Edit: doesnt seem to perfectly work in all world sizes (tested in wide, 4 blocks where blocked but players didnt get edit)
