Well, I still see some immature people on chat, we need to take action on this. What are your suggestions for chat restrictions?

I suggest a account age tracker, giving chat ONLY if the account is 1-2 months old.

Chat should be disabled for accounts that are only a few days old to prevent deliberate spamming.

Guys a few days/months won't change a person if they spam or not. If they spam they will never change/it will be really hard to.
