It also moves when you stop, so I think it is not a bug, but just to show it next to your username...

It's not when you open the block menu, it's when you press shift; it's aligned to the name. It'd be placed really low if it was aligned below the name, so it moves (aka not a bug).

Yeah because your name isn't there when you're moving. I can't think of any other circumstance where it would need to go back, so it's normal that it goes back only when you move. It's supposed to move, like nou said.
