I heard that it's legal if you own the game you're using.
I have pokemon platinum, Tamagotchi, Pkmn Emerald, Crystal, Harvest moon, 999: 9 persons 9 hours 9 doors, the Urbz, Hamtaro HamHam Heartbreak, and a bunch of other games. In my defense, I have at least three of the ones I listed.

I have a Pokemon Silver ROM (The old one) because it doesn't work. Although I do... I do have... I have an illegal-ish... Because I brought it for a present.
