Perhaps it's intented, so that people with no chat can see what the other people are saying?

i doubt it. that was the whole point of parental control.
also, it's a bit pushed to the side, as if its not supposed to be there.

iirc it happens if you log in with a account with chat, then log out and login with an account without chat
