Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

Save more server space.

You have to UPLOAD an avatar to the forum to use it. There would be much more space left if we uploaded it to Tinypic or something, and put the   thingy in the avatar box. The server space saved by this can be used to increase the Message Inbox size.

I don't know if that's possible with the avatars but I've wondered about it many times. That would mean no limit on size. But I can't think of a way to check if it's 90x90 when you're linking to it.

There HAS to be a way to do this. Maybe if your avatar is bigger than 90x90 it won't show up?

You can easily check the dimensions of an image on the web using PHP's getimagesize() function.   These things are uploaded to the forums for security and performance reasons.   The inbox size is fine, just don't save your messages.
