No, it's just that mostly all the mods are (unfortunately) not active... So MrShoe and mrvoid (...) are the mods that are most active... right now

...and a few hidden mods that don't work for the game anymore or wish to keep their identity unknown.

They are all staff but the majority of them don't even bother with the game. Which is good and bad.

I keep forgetting about Toby. He's seems to be one the most irrelevant moderators there could ever be on EE.
