If we are, for some reason, not allowed to turn the paper you could create a 19.5 inches long ruler using this method:
It doesn't matter how far down the cut in step two is, as long as you cut out an equally thick bit in step three (using the first bit you cut off as the unit of measurement).
Apparently, "US letter paper" is 8.5 by 11 inches, so the short side and the long side adds up to 19.5. Which means that you can just lie whatever you want to measure right next to it and then turn the paper 90 degrees using the corner as the pivot point.

If you don't wish to spend any money you can visit a library and loan it for free. If the book you're after is old enough to be in the public domain you can probably find it online.
