i found that out myself when i didnt mean to. i placed a portal leading somewhere with 0:0 and some guy jumped up and went higher and got to a space he wasnt supposed to get to.
Portals teleport you if your within about 1/4th of a block from the center, to the center which moves you about 1/4th of a block.
Allow me to explain with my wildly correct-sounding theory:
Portals, when you enter them, mimic the speed with which you enter them. In the words of RPGM2K: Speedy thing goes in, speedy thing comes out. So when you jump into one that links to itself, it takes your speed and redirects it into an upward force, which is multiplied by the number of portals you use. Make sense?

Its teleporting you to the middle of the portlal, (as you said) and the remaining speed will take you higher... (I think)
