I don't know, I don't think he's an in-game moderator, instead, he's probably editing Everybody Edits remotely.

styling EE (and potentially making the lobbbyb harder to browse) was only his first task.

I think he'd be a secret mod. He edits, but I think they'd make him appear like an ordinary player.

On-topic: It'd be weird if Peter wasn't an in-game mod. As Chris has implied, Peter does have an EE account but the username is being kept secret for now. He may be a secret mod currently.
