Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

I seen that people started to nominalising persons as mods in General Discussions.
I also noticed that those topics had been locked.
Apart from their obviously useless campaign(which is not a reason which forums mods should judge) why are their topics locked?

Good question. Locking topics seems quite informal. At any rate, harambe will not be a mod, and any campaigning would probably negatively impact a user. (Total guess there). Either way, they could hang out in the existing mod topic that degenerated into 'I think soandso should be mod'

But any topic which got locked is not allowed to be recreated cause of duplicate topics and that is against the rules
We could have a topic dedicated to discussing who would make a good mod and why. That's just like any other discussion which we should be allowed to have.

It isn't braking the rules, don't know about breaking though.

duplicate topics aren't against the rules, and technically recreating a locked topic isn't either. But if you keep on recreating locked topics to be annoying you are going to get slapped with our general purpose warning for things that aren't against the rules but are disruptive.

Ok so the users who want to be mod should make the topic by their own. Otherwise it could be a negative impact on that user.
