EE Trivia Question Submission

No idea what we would even use this for, but it might be interesting to do just for fun. Maybe somebody can use the collected questions for an EE or IRC bot for fun times, but there would need to be a lot of questions for it to be functional. Maybe it could just be a forum game. Who knows.
