Two (or more) different layers for decorations

There would be 2 different layers, both only for decorations so they wouldn't overlap anything else than background and decorations. But I think the decorations should be able to overlap some of the action blocks, only those which you can walk into.
The layer picker should be next to the search bar. We would choose between layer 1 and 2 (or more). Also, the block picker would only show up only after chosing the decorations tab.
With this option we could make many new, cool and more detailed things!

I thought of this because of the woot decoration suggestion.
