okay, fine, a more in-depth answer:

get gems. get gem code.
come up with idea for gem hunt - maybe look at past ones.
preferably have at least one other person test it
post clues or whatever.
that's... pretty much it.

I'm sure if you buy enough gems and have a good gem hunt set-up the mods/admins may help distribute the gems or give you gem codes for smaller numbers

Off-topic: there is a typo in the title ... its suppose to be " How to make a gem hunt? NOT how to make an gem hunt?
On-topic: Well you do need a good world for people to do or like a hard puzzle for them to solve which could take a while and also you need the gems (of course) and also places like 1st, 2nd, 3rd, 4th, and 5th place

There's no set way to make one. It's up to you. If you want to know how to do some of the challenges that gem hunt creators did with their gem hunts, then be more specific.
