I'm surprised shift bots aren't heavily over-used like diggy. Perhaps because shift bots would require more than just a few lines of code? (Actual EE-building abilities)
Perhaps one could devise a payment system based on 'levels'. For every week you can use the bot, you pay a subscription "fee" of one playable setup. This helps both the creator and the user. Get enough users, and you have a wide array of creativity flowing from many folks.

Most people won't make shifts because they take a long time (unless all you do is program all day and do nothing else).

Diggys are a bit different because the concept is more flexible, whereas with shift, all of them are gonna be pretty similar (not that diggys aren't similar, but you can at least make it unique). The only difference is the minis you use.
A reason people might not make shifts is not only the programming but also because you have to get loads of minis to use for them.

There have been a few other shift bots but they were short-lived due the low quality levels made for them.

I don't mean to advertise my own (private) bot, in fact I'm not even going to say it's name,
But I agree that plain copying a bot (like making another shift bot) it just bad, mostly since it's unlikely that it has the same quality as the original shift.
While when you manage to add new things (like with mine), a gamemode (a shift bot in this case) can be quite interesting, for example floody's digbot didn't contain any houses (as far as I can remember), while almost all new public ones do.
Obviously that's a very small example and wouldn't be reason enough to me to go ahead and copy a bot, but it's a simple example.
