It's called ninja because it's in the ninja pack. The ninja decorations are called ninja, but they aren't ninjas. Same with the ninja backgrounds, and the two ninja blocks.

I think I see what he means.   For all of the action blocks, they are categorized by the type of block they are, the only exception is the ladder, which says Ninja above it.
Off topic question: I don't quite have the water pack yet, why isn't the top wavy part of the water showing in there, is it a decoration?
