All the owners use the word "soon" to attract people. "Soon" does not really have to mean that it will happen after only a little amount of time. "Releasing soon" is mostly used when something is in development stage and it is more than halfway to the finish.
If it is in development stage the time taken depends on the speed of the development or the willingness of the programmer to code.
Some people may already have made the program. They may also say "Releasing soon". They will release the thing when they feel like releasing it. They also may have set the date for its release and would release it on the date at a pre planned time.

Giving hard deadlines is difficult when releasing an update for a preexisting game. You not only need to make sure that the update does what you want it to do, but that it also, simultaneously, doesn't break preexisting game features or becomes exploitable.
I've seen games where they release it too soon, it is utterly broken, and they have to completely rollback the update, which one one wants.
Just assume that each update takes two weeks longer than you'd expect, and you're about in the ballpark.
