Yeah, exactly, what ?tilla said. That's not a bug, but a requirement of the program, because it was written in a .NET language.
The only solution for this is to install Microsoft .NET Framework 4.

Err no, that's not a virus, I think... You may try to install Microsoft .NET Framework 4. (Or just read the error message and follow its instructions... 
)

Why not just use http://www.pctools.com/guides/password/? Or just make the passwords "cheddar rainbow25" or "happy123hippo", anything harder than "lol", "1234", "ee", "chris" etc is pretty much safe.
Although It dosent seem very practical. I do like that you actually made a decent GUI.
