Recently I've seen like 15 people flying around using cheat engine..

ONTOPIC: EE is a game that anyone with a small knowledge of flash/Cwhatever/Visual Basic/CheatEngine/WPE Pro can hack quite easily. I heard some info is just sent as plain text to/from the server, which is like, a programmers dreamish. And one more: Hackers will always exist, and you can't just ban them or anything, they'll eventually return.

Cheat Engine is not a hex-editing tool. It's a memory editor that is commonly used by skiddies that think hacking is just injecting a process and scanning addresses for values.
Plaintext is not exactly the way data is sent between client and server, it's just a byte array into a memory stream being sent and received.
Once upon a time I was bored so I created a hack called Moderator Mode which may be what you are seeing, it's a temporary illusive cheat, which I had a video on YouTube showing it being done.
This is most likely what you seen.
There is only [one] way this could be harmful, if the cheaters finds out how to bypass the invalid-synchronization kicks. From what I know, very few people know how to.
Alas, the server probably kicked him and he didn't feel like scanning addresses over and over.

Cheat Engine was old days. I think Tree feels special that can fly around, and get the code that way..

Just because it includes memory hex editing doesn't mean it should be labeled as such.
The same way pizza shouldn't be labeled as "tasty sauce".
Call it whatever you want, Memory Scanner, Auto Assembler, Structure Comparer, DBVM Hypervisor, Debugger, Data Dissector. All in all, it's just a tool.
