That means that you can get banned if you violate the terms and condotions OR if you haven't used your account for 4 monthes.

Force you to play? Really? you only have to log into EE, that takes no longer than 30 seconds out of 2921 hours.
They are only reserving the right to close inactive accounts - they are not saying your account will be auto banned if you don't login for 4 months.
The terms seem very general, can be found in many games, and allow for discretion [The freedom to decide what should be done in a particular situation] which they would probably use in deciding whether an account is 'litter'.
