A way to make sure people read the rules
(Just an idea)
Imo this would work good for a lot of sites. 
While registering, we come across the rules, and on the next page, we have to answer a quiz about the rules to make sure they know what to do and not to do.

That would work, but most people wouldn't make an account, then. Kids don't exactly want to do extra work in their free time.
