Can you explain where you got this information from? Why would Shoe try to drive away possible new players; paying players? I don't think this update was meant to **** people off. I don't know why it happened, but I'm sure there was a good reason for it.

In the past when chat was disabled and right now as chat is disabled for most, kids resort to using alternative chat clients. This has always been the case, for example, Tinychat.
Here's the real hilarity though, Tinychat allows web-cam and microphone which quite a lot of young kids use.
This is more concerning to a parent, obviously more than restricted in-game text messages.
This effectively increases the chance of harassment and allows the person doing it to remain anonymous since he/she is using an alternative client.
Julian and these guardian kids are making unbelievably dumb strategies to fix problems that don't even exist, or are rare and primal.
On a sidenote,
My rooms were for mature users, I like to control my rooms. If someone is being harassed, they can either /mute, or they can leave. If I wanted someone to leave, I would kick them.
I do not want nor need a foolish authority figure to kick, warn and banish my friends for our own private conversations, in our own private worlds.

By disabling in-game chat, people will resort to using these services.
Which, I believe, should be recommended.
I refrain from using profanity however I'll substitute it with my high disapproval of the moderation of chat in this manner, and as such I'd recommend [responsibly] using an alternative chat client for talking to friends.
Julian has already proven that he is logging chat and I, for one, would not trust him nor his Guardian kids to be monitoring my conversations.

omg do you even know how to have an arguement? in 2011 doesnt make any sense at all. im assuming somehting happened in 2011 idk what it was tho im pretty sure i was playing back then and we had chris who was actively adding new features to the game instead of everyone leaving because we have a dev who just takes things away instead.

Like Atilla pointed out somewhere, you can get a prepaid card for a few dollars, use it to create a paypal account and get chat, then use the rest as you would use cash

It won't die without chat, but removing chat was a very bad idea. They just need a more user-friendly way to block someone who might be irritating you.
Paid chat kills so many potential friendships. I've met a few players and have become great friends with them, but if chat wasn't free at the time, I would have never met them. I have never had someone bother me on chat so the pros greatly outweigh the cons to me, and with an easier way to block others, there won't be any cons at all. Free chat will also give a purpose to the guardians.
