My idea is like the overwatch system of CS:GO basically, if someone gets reported, someone should volunteer to watch the replay of the person who got reported and agree if it has sufficient evidence to get banned or not. If you don't understand research CS:GO overwatch.

The EE community isn't big enough for mods to be overwhelmed (I suppose). If they are overwhelmed though, they'll probably recruit a new staff rather than use this system, because they would still have to doublecheck, due to the amount of abuse of the report system.
