hmm I don't understand what this means. Are you slowing time just for yourself, like it already happened but your client is showing it slower? or it's speedhack, like changing values of your speed?

I think it's more like a speedhack.
I am changing "physics ms per tick" which controls delay in ticks between update of the next frame.

by default it is set to 10
if you set it to 1 it means that physcis will be x10 times faster. (because they update each tick)
if you set it to 20 it means that physics will be x2 times slower. (because delay increased 2 times)

no. it's not a speed effect.
speed effect controls your speed of smiley.
this thing controls speed of your game

It just creates extra space on the bottom of the screen for keyboard.

Have you ever wondered what the basic blocks are made of? Well apparently in the code of Old EE the rooms are called "Caves" and the blocks are called "Rocks". Grey basic is supposed to be a rock.

Also the character is called "Guy".
