Weird!
I was in a level called flash. The owner had really quick fingers or something. The level was reloaded every .001 seconds. I'm not exaggerating! How do I do it?!?!!?!? I really want to know

Its a peice of a script, its used in Java...
It means "Not equal to"
Translation: WPEpro is not the same as CheatEngine...

"WPE Pro" is an acronym for "Winsock Packet Editor"
Many games use packets to relay information, such as you pressing D to go RIGHT. What WPE Pro does is repeat or play certain packets, like pressing D to go RIGHT or more advanced things like sending a message in a chat. That's how people like this situation type /loadlevel extremely fast.
!= means "is not equal to". It's used in inequations to represent two things that are not equal.
Cheat engine is just a fail sitting in a corner.
