If someone goes around saying this is off-topic or on-topic a few times, is it mini modding?

I know which topic you're referring to, and I'll have you know that I reviewed that.

I wouldn't say so, but if they say "[On/off]-topic and I reported you/I hope you get a warning/you deserve to be warned" then it's minimodding or flaming, depending on how offensive the moderator perceives the content to be.
