so since the energy system and magic coins are disabled does that mean i can't get magic smileys? (witch,wizard,grinch, etc)

No, it doesn't mean you can't get Witch, Wizard, Fire Wizard and Grinch.
Although something else means you can't get the Grinch anymore - it's not Christmas anymore :/

It does not mean you cannot get magic coins/smileys anymore--I got the wizard smiley just today.

Chris did not realize that the removal of magic coins would make getting a smiley 100% when you get a magic. It was probably a programming error, I believe he still wants the smileys to be rare. There will probably be quite a lot of magic smileys gained until he fixes it (assuming it was a mistake).
