I know that RPG said it will definitely stay after halloween (probably until magic ends altogether, if ever).
I was also wondering about the second question, but I don't even play EE anymore.

You don't need the fire wizard to be able to maintain the Witch smiley.

1. No, it will be in the game forever.
2. Not that anyone knows of, but ask Capasha and/or MegaLamb just to be sure.
