But that's not what he's trying to say. He wants to make rotatable blocks more rotatable so they are more rotatable which means that rotatable blocks can rotate better than the rotatable blocks we have now.

sure it does, as of now they can only rotate to the right

if they rotated to the left too, they would indeed be more rotatable.

Or you could mean adding more rotations to rotatable blocks, so diagonal spikes etc.
