There are lot’s of NPC’s, but none of them really allow you have a neutral way of communicating with the player. (Except for the computer, but it’s more like an console.) An megaphone npc would help mitigate this.

What is neutral way of communicating?
If computer is deemed as neutral communication, then perhaps robot NPC should be deemed as such too?
I mean for example an megaphone in the background that would be like someone is communicating with you from an distance.

I'm thinking similar to the World of Goo sign painter, if you do them in that style they are pretty much a direct dialog between you and another character, although yes, maybe a walkie talkie NPC would be good for the situations where that wouldn't work.
