Are good words that contain bad words a reason to report?

For example dickens, is that class of words okay to use?

dickens: used for emphasis, or to express annoyance or surprise when asking questions.

For me that type of words are totally okay to use, but not totally sure about it.

"What the Dickens?" for instance is fine IMO

But if you were to use that in the place of "****" and contextually doesn't make sense, then sure report it.
