It seems that posts don't make a difference here. If Bobithan prevented editing and deleting posts with the idea of blocking cheats, and he's still cognizant, then he probably would steer away from other possible cheats, such as basing off of signatures or other user-customizable qualities. However, I don't know of Bobithan's character, and I'm a terrible judge of character, so I can't guarantee that he's upholding that ideal.

SO, all we really can guess is that the rule regards users. (that is, if the assumption that post content makes no difference is valid)
User attributes include:
post count (not reliable because it changes)
register date (good because never changes)
from (semi-reliable because bobithan's character?)
title, username, user ID.

Any rule that I accept will have to be constant. So, like you say, things like signatures and post counts etc will never apply to the rule. Only things that could be considered "static" will apply

EDIT: Also I updated the OP to include guidelines on rule suggestions, which is of note I guess. It'll give a better idea on what I'll accept and what I won't. Also look at me haha I can edit my own posts.
