First, dialects are technically languages, but languages are not really dialects. What I mean is, languages, as you probably already know, is a spoken or written form of communication amongst people. Language is basically the words we speak and write. Dialect, however, is a form of a language. For example, people in the northeastern United States may use different words in English than that of people in the southwestern states. However, although some words are different, they can still understand each other (for the most part). They are both speaking English, however there are words that as a group they have come up with separately. This is what makes their dialects vary.
It gets incredibly complicated when we talk about the Chinese language, because many people argue that it is not a sole language because of the many dialects. Two common dialects are Mandarin and Cantonese. As for your second number 1,

Fluency is being able to easily speak, write, and comprehend a language, as well as doing it accurately. If you're a fluent speaker, you can usually speak without necessarily thinking about what you are going to say, and you can write with minimal flaws in grammar or syntax.
Someone can be an exceptional speaker of a language, but still not be "fluent" per se because it does not flow naturally for them.
That being said, someone who is not fluent in a language is just someone who cannot easily speak, write, and/or understand it.

Mandarin Chinese is actually dialect, Chinese languge has a lot of languages such as Mandarin, Hokkian, Hakka, Cantonese... etc.

What's the different among intermediate, good or great speaker?

I know Mandarin is a dialect, hence why I said "Two common dialects are Mandarin and Cantonese".

A great speaker is better than a good speaker is better than an intermediate speaker.
