To get it you have to recreate your own house in EE, then play EE in EE and get a blue coin with a robot smiley, then you get the PC NPC

ok here's what i've found so far

the following is a list of things that are NOT the solution

each thing on the list has been attempted while using the terminator, robot, unit, clockwork, and mad scientist smilies

-hit the new scifi buttons in every permutation possible
-hit C on the new scifi buttons
-remake the submarine picture from the block and enter it
-hit the computer-looking decos
-play the contest level by "wheres yer devil skull", which has a deco that looks like the pc npc was based off of
-play terminal by star
-play station by aoitenshi
-play cdb inc (only easter related campaign level)
-get a magic coin while wearing the robot smiley
-attempt to enter a level code of dt, desktop, ??, computer, npc, pcnpc
-attempt to chat dt, desktop, ??, computer, pc, pcnpc
-hit the switches 257-260, the IDs of the easter egg decorations
-die over 2000 times, just in case there was some date in the 1900's that you had to have in deaths
-look in the lobby
-look in the blog
-look in rotate
-name a starfish bytearray, rotate, or joshua stone, since the first letter of each line in the blog post can be rearranged to "starfish stonEE"
-wear the witch smiley and do the things listed above, since it has an ID of 41, and easter took place on 4/1 this year
-hit switch 41 or 401
-make the windows logo using new scifi blocks
-write out "easter" using music notes (dont ask)
-try to interact with the one placed in PWAllBlocks
-check bytearrays profile
-put each of the industrial backgrounds behind the new scifi decos
-place each of the decos on top of the yellow scifi platform, since it was implemented slightly differently than the other platforms
-play "switch computer 2" by lukeM
-make a computer out of scifi things
-name a robot npc "error", "computer", "desktop", "pc"
-go to the stoned starfish in SIG?S, referring to the anagram from earlier

I tried a few of the things in Kirby’s list with the various smileys whilst wearing a crown.

I also tried interacting with the starfish at the end of the new summer level with the various smileys.

I have also beaten the last level of the video game 1 campaign again to see if that was a secret reward.

Finally, I tried filling my world with so much stuff that it can’t save anymore to see if it awarded the computer as compensation for the system error.

I went to PWeaster, PWstonefish, and PWhitnsfose
I checked all easter posts on forums & blog

Maybe there is something obvious we're missing? Maybe we're looking to deep? Maybe this is something a normal player would come across.

Yeah, my hope with this NPC is that the average user could accidentally discover it since it would be a fairly useful NPC. Kinda sad actually that this isn't the method :P

Although I don't consider it a 'hint' as such, I will at least say that you don't need to have given money to the game in order to get it. In other words, it has nothing to do with any Gold Membership, Beta Membership, Big Spender, or Diamond. Any registered player is able to get it.

And, as it's such a hot topic... No, it's not magic

We've the ID of Computer NPC, what I suggest is to make a bot who joins a world and searches for this exact ID in staff's worlds or campaigns. I don't think that it would help, but who knows. To see the Computer NPC go here (coordinates - x:21 y:34)

I think we just need bots to join worlds and scan for every possible block not confirmed. I was the one who suggested the coords meant something, but you didn't post my 2nd thought: Those invis blocks are probably just block IDs that have not been filled yet but exist already in the game. Not technically any future block but just the ID a future block would possess.
