Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

In which base do you choose sticky topics?
many topics are already dead and they're sticky..
and many are active and have +3000k posts and they're not sticky..
so..?

afaik sticky is for topics that should be read / seen before you post / create a topic in the subforum, so thats information topics, topics for things that the mods dont want people to create new topics for, etc. I dont think its got nothing to do with how many people post in them.

That would come under the 'topics for things that the mods dont want people to create new topics for' category
I'm sure that before that topic was made, there were loads of 'look I just got every classic item', or '2 magic coins in one day' topics that really didnt need their own topic

Informational topics or other topics that that stay useful over time and need to stay visible are stuck to the top of the forums. All other topics sink or float on their own.
